Luke began his legal career as a judicial clerk before becoming a prosecutor in a county about the size of the state of Connecticut. It is one of only two counties that stretch from the Alpine peaks to the ocean. He was appointed to be a judge in that county in 2015 and has since become a recognized expert in juvenile dependency law. Next, Luke joined the Oregon Department of Justice as a senior assistant attorney general. He handled complex cases involving children and parental rights before moving into private practice in 2022. He now handles cases where foster children's rights have been violated while in the foster care system.
